Home Authority Principle

The Home/Lead Authority Principles help councils work together effectively and avoid duplication of effort when regulating businesses who trade across local council boundaries, and support them by providing contact points for advice and guidance in order to maintain high standards of public protection and develop a consistent approach to enforcement.

Local councils help businesses operating in the UK to comply with legislation by providing advice, guidance and information.  Businesses will generally build up a relationship with, and receive advice and information from, one particular council.  This is usually the local council where the business is based, but not exclusively:

The Home and Lead Authority Principles help effective communication between authorities and businesses and ensures the consistent application of legislation and advice. The application of Home and Lead Authority Principles encourage good enforcement practices and is also effective in minimising duplication and reducing public expenditure.
Local Government Regulation supports and acts as a steward of the Home and Lead Authority Principle by providing framework advice and guidance on its operation and hosting the Home and Lead Authority Database. Home and Lead Authorities can and should keep up to date contact information on this Database for use by other authorities only.
